Surprise Visits

Over at Americablog, Joe from D.C. makes an interesting point about the press oohing and aahing over the "boldness" of American officials making all these surprise visits to Iraq. He calls it The "Surprise Visit" Phenomenon.

Joe makes a great point by reminding us that Bush declared major hostilities over more than two years ago. That being the case, why isn’t Bush walking down the main street in Bagdad enjoying a ticker-tape parade?
